Promise 60,000 grant, but ask for 990 before it can be delivered

They promise a $60,000 grant for families that need help in life. A person on FaceBook contacted us, about this "wonderful opportunity". We signed up for this amazing thing and received an email pretty quickly. The company assured us we qualified for the grant and the money would be sent UPS, but they asked for us to pay the delivery charges. The charges are $990, once this payment has been given, the fund would be delivered with in 10 days. This makes no sense, why would a company offering financial assistance, ask for money from those they are trying to assist.
